The biggest issue with proper cloaks is that they would end up being horribly annoying to weight and get the animation working on properly and they would clip horribly with a large amount of both vanilla and modded armors, making them effectively only wearable with standard clothing or some of the most basic armors like leather. When when using something like HDT it wouldn't stop the huge amounts of clipping and other visual problems that could occur.While it would be really cool to have cloaks like that, on a technical and aesthetic level its just not so feasible.
